Looks nothing like a Flower class ship.. I still belive it to be a U.S. design

either a APD (high speed transport) or a destroyer convewrted to a seaplane tender

Anything that floats is a 'HMS Flower' to Frank.;) You would think a Dutchman would know about ships since they are so close to requiring them. We can hope Frank does not 'remove his finger from the hole in the dyke'. ;)

Nobody else wants to take a shot at this?  Here's a hint, it saw service in WWI.  In 1920, it was decommissioned in England.

I thought I was on the right track with the Brit seaplane tenders from WW1 that I named.

It's the Stuttgart, a German Stettin-class seaplane cruiser. Surrendered to the British after WWI.
