We all know that Goring was a drug addict, and that many of our synthetic painkillers were developed during WW2. Knowing this, the pic is easy.

It is the MulitBong Mk2. Each "barrel" is loaded with a diffrent inhailable drug and the user needs only to 'dial it in'

The solider next to it is taking a hit. Note the happy look on the face of the solider in the forground.
