In fact Israel has no oil deposits, do you think that it is unfair that Saudi Arabia won't give some of their deposits to them?
Hong Kong has no real water as well. They did what every rational country would do in the same situation. They negotiated a deal to buy the water from their neighbor. And they did it at a time when Britain and China were not exactly on friendly terms.
Of course that was done in the days before Google so you two Internet genuses probably are not even the slightest bit aware of that.
