Because of how open the tripod mast is I am inclined to say its a Northampton class CA, The radar implies a mid war refit phase in spite of the biplanes.

Northhampton Class, it is:)


Specificaly it is USS Louisville following ship is USS San Franscisco, pictured in the Bearing Sea, Circa 1943.
