Ok the thing that the ENY limmiter is trying to adress is the fact that numbers have a significant impact on game play ballance.
Since all resources are available to all sides the only two things that impact on game ballance is player skill and number of pilots.
The difference in player skill between the sides can never be adressed by game mechanics. Player numbers is a bigger factor game ballance wise as if its unballanced one side gets to fight uphill all the time.
Currently game play is very much focused around hoarding. Biggest hoard wins the base. Its a bit sad but it is true. The side with the highest online numbers can create the biggest hoard hence can win any base.
The ingame problem is really that hoarding is such a big factor and the ENY limmiter system is trying to reduce the strenght of that hoard.
But I think this can be achived in a way that doesnt limmit any planes. Which is the biggest reason to not liking the system. I dont think anyone has anything against the fact that HTC are trying to ballance the fights, its more how its done.
So here is my sudgestion.
Limmit the number of pilots that can "home" at each base. Each base would only be able to hold a certain number of the TOTAL online pilots (not the nations but total), for the sake of this example lets say 10%.
When a base gets attacked and starts blinking on the map its limmit is lifted for as long as it is under attack, blinking.
This way the size of a hoard baseing out of a field can be equaly big for all sides, a hoard can still be created but it requires longer flights and base defenders can have higher numbers then attackers (if the attackers dont use multiple bases).
When pilots join a base that has its limmit lifted and the base is no longer under attack they will be removed from the base after they die until the base is under its pilot cap again.
What this will do is that it will force a bit more coordination in attacks and slightly restrict the size of the hoard, plus give the defending side an edge. Further it will spread out the battles over more bases.
A base can still get over ran big time if its adjecent bases have been lost, but I see no problems with this. You have to work your way to be able to create a hoard or fly longer distances to create one.
The side with highest numbers will still have an edge as it will be able to attack more bases then the other side BUT it will not be able to over run the other side in an as massive way.
