Simply if someone crashes without any plane damage within Xmin of releasing bombs restrict his player choise to only planes unable to carry bombs.
So that if someone comes in and suicide bombs he can still launch directly afterwards but has to pick a plane like the Yak or something else that cant carry bombs.
