I know you were posting this as a bit of tongue in cheek but it does have some merit. Unfortunately it would be very expensive at least in the short run, say about 50 years. There ARE resources there but not necessarily in the magnitude that would make this profitable very quickly. The other factor and the determining one is that the Mexican people wouldn't want to scarifice their soveriegnty.

Developers would have a feild day that would last years and years.

As for sovereignty.
Thats why I said to bypass Fox and pose the question to the mexican people themselves. they still would have a measure of sovereignty the way the rest fo the states do.
The only ones I can see being against this would be the Texans as it really would make Texas the third largest state:)
