Osama bin Laden now has religious approval to use a nuclear device against Americans, says the former head of the CIA unit charged with tracking down the Saudi terrorist. The former agent, Michael Scheuer, speaks to Steve Kroft in his first television interview without disguise to be broadcast on 60 MINUTES Sunday, Nov. 14 (7:00-8:00 PM, ET/PT) on the CBS Television Network.

Scheuer was until recently known as the "anonymous" author of two books critical of the West's response to bin Laden and al Qaeda, the most recent of which is titled Imperial Hubris: Why the West is Losing the War on Terror. No one in the West knows more about the Qaeda leader than Scheuer, who has tracked him since the mid-1980s. The CIA allowed him to write the books provided he remain anonymous, but now is allowing him to reveal himself for the first time on Sunday's broadcast; he formally leaves the Agency today (12).

Even if bin Laden had a nuclear weapon, he probably wouldn't have used it for a lack of proper religious authority - authority he has now. "[Bin Laden] secured from a Saudi sheik...a rather long treatise on the possibility of using nuclear weapons against the Americans," says Scheuer.
"[The treatise] found that he was perfectly within his rights to use them.
Muslims argue that the United States is responsible for millions of dead Muslims around the world, so reciprocity would mean you could kill millions of Americans," Scheuer tells Kroft.

Scheuer says bin Laden was criticized by some Muslims for the 9/11 attack because he killed so many people without enough warning and before offering to help convert them to Islam. But now bin Laden has addressed the American people and given fair warning. "They're intention is to end the war as soon as they can and to ratchet up the pain for the Americans until we get out of their region....If they acquire the weapon, they will use it, whether it's chemical, biological or some sort of nuclear weapon,"
says Scheuer.

As the head of the CIA unit charged with tracking bin Laden from 1996 to 1999, Scheuer says he never had enough people to do the job right. He blames former CIA Director George Tenet. "One of the questions that should have been asked of Mr. Tenet was why were there always enough people for the public relations office, for the academic outreach office, for the diversity and multi-cultural office? All those things are admirable and necessary but none of them are protecting the American people from a foreign threat," says Scheuer.

And the threat posed by bin Laden is also underestimated, says Scheuer. "I think our leaders over the last decade have done the American people a disservice...continuing to characterize Osama bin Laden as a thug, as a gangster," he says. "Until we respect him, sir, we are going to die in numbers that are probably unnecessary, yes. He's a very, very talented man and a very worthy opponent," he tells Kroft.

Until today (12), Scheuer was a senior official in the CIA's counter terrorism unit and a special advisor to the head of the agency's bin Laden unit.

WASHINGTON - A CIA analyst who wrote a book that criticized the U.S. war on terror has resigned from the spy agency after it effectively banned him from publicly discussing his views, his publicist said on Thursday.

Michael Scheuer, whose book "Imperial Hubris: Why the West Is Losing the War on Terror" was signed as "anonymous" and published this summer, will resign effective Friday after 22 years at the Central Intelligence Agency.

In a statement, Scheuer said the CIA had not forced him to resign, "but I have concluded that there has not been adequate national debate over the nature of the threat posed by Osama bin Laden and the forces he leads and inspires, and the nature and dimensions of intelligence reform needed to address that threat."

He intends to speak to the media over the next several weeks, including an appearance on the CBS show "60 Minutes" on Sunday.

Scheuer's statement said senior leadership had allowed the intelligence officers working against al Qaeda leader Osama bin Laden to be made scapegoats for pre-Sept. 11 failures.

Scheuer was chief of the CIA Counterterrorist Center's unit which focused on bin Laden from 1996 to 1999 and remained a CIA analyst after that.

"The Atlantic Monthly" in its December issue published a letter sent by Scheuer to U.S. congressional intelligence committees that said the key pre-Sept. 11 intelligence failures were mainly the result of bad decisions by senior officials.

"While the 11 September attacks probably were unstoppable, it was decisions by human beings -- featuring arrogance, bad judgment, disdain for expertise, and bureaucratic cowardice -- that made sure the Intelligence Community did not operate optimally to defend America," Scheuer said in the letter.

In June, just before Scheuer's book was published, he did a series of media interviews, appearing on TV in silhouette and was identified in print as "Mike."

In the first week of August, CIA officials told him that he had to ask for permission in advance for media interviews and provide summaries of what would be discussed ahead of time, Scheuer's editor and publicist Christina Davidson said.

"They rejected every single request," she said. "It was effectively a ban."

His book said the United States was losing the war against terrorism and that sticking to current policies would only make its enemies in the Islamic world grow stronger.

The statement released by his publicist about Scheuer's resignation said that "after a cordial meeting with senior CIA officials on Tuesday, Scheuer decided that it would be in the best interests of the intelligence community and the country for him to resign in order to continue speaking publicly with regard to Osama Bin Laden, al Qaeda, and the 9-11 Commission Report." A CIA spokeswoman had no immediate comment.

It would make them worse.

1. It would collapse their economy

2. It would once and for all ruin the illusion of america beeing the "good" side

3. It would most likley trigger another retaliation by some other states with nukes because people in china would most likley be effected.

4. They would loose all their allies.

5. Even if there were no retaliation wich is doubtful then the number of nukes needed to kill 1/5 of the worlds population would also in time kill of millions of americans because of fallout and other effects.

and the list goes on.....

For everyone except _maybe_ the terrorist that doesnt care about others, nukes are useless.

If the US was attacked by a single atomic bomb, I think fear of another bomb would determine our response not our economy.

I wouldn't go that far, but I certainly would expect a nuclear response from the US.

Maybe, but I would not underestimate the power of the finacial bigshots that has contacts and real power within any nations goverment like america. And I don't think killing a fifth of the worlds population would be something they would be very happy about without first trying every other solution to revenge/prevent a second strike.

And just exactly when did that happen?

I dont remember ever hearing that we stopped trying to find and get Bin Laden.
Cept in the election rhetoric spewed By Kerry and a couple of his supporters during the campaign.
