Another answer is that lots of players couldn't care less about the capture. For many of us, the entire strat setup including field capture is just a sideshow that helps facilitate air combat.
I'm sorry if that upsets anyone, but there it is. Field capture has almost always been just an excuse for me to go up and shoot down other players. If I want strategy, I can find better strategerists (I'm a student of Pres Bush, Rush, and Quayle) in AI opponents or in a game dedicated to strategy in one form or another, usually purchased in a box from a big store with flashier graphics, etc etc.
Efficient field capture is neat and I think sometimes it's fun to play air-commando and go on capture or bombing missions, but mostly when I play it's to shoot down real life players in aircraft, not bomb inanimate objects, AAA pieces, or trucks with guns.
If you ever want to be happy in AH, you really need to open your mind to the fact that the game can be played an infinate number of ways. You'll be unhappy and frustrated until you get comfortable with that idea, but when you do you'll realize that to be happy all you have to do is find other players who like doing what you like doing, and fly with them, play on their team, join their squad, whatever. Then you can have fun regardless of whatever everyone else is doing. Guess what - if you and your friends are having a lot of fun, chances are others will join in too. But if you try to tell others how to play or question/deride what others find fun, you're going to get a facefull of hate coming back.
Asking HT to coad in some limits to force people to your gaming style goes a step farther, and in the distant past often resulted in becoming the target of a dweebhunt. I guaran-damn-tee you that if HT coaded some limits that inhibited the formation of furball fights because of your gripe, I'd buy a second account that same day and whenever you were online, I'd use the second account to chase you and broadcast your position and intent on ch200, simply because you went out of your way to ruin the game for me and I might enjoy doing the same back to you.
You can't have it both ways... If you want to play the game your way, you gotta respect other player's right to do the same. HTC has done a good job at trying to keep truly disruptive players and "gaming the game" stupidity out of the arena, so don't force your idea of good gameplay on everyone else.
