Howabout any of the Amendment's supporters listing the States that ratified it and the exact verifiable date they did so.

Then see if that comes up to 2/3 of the states at that time.

Don't think 15% will cover it, especially including FICA.

There are other alternatives to FICA, like make it a state responsibility, not federal.

I'm sure that would be welcomed by the fed's...but do you really think they would give up on collecting the FICA tax?

No.  But what I meant by "its negotiable" is speaking of the SS reform about to be announced sometime this year by the administration. I'd personally like to take that one step further and make it at State level rather than federal. Then 15% flat tax.

Well I dont know of any states that would want to assume that liability without the ability to collect the tax,  that would leave a huge hole in the federal budget.
