What does this do? It's in the Zone's tab and when you create an object it also appears.

Basically it controls which country owns the zone and the factories the zone contains.  The Zones Tab lets you quickly see and change which base is the Zone Master and move a base to different zone.  Each zone should only have one master.  Zones 1, 2, and 3 need to be in a different country and the HQs need to be set to be the Zone Masters.  Any additional zones you add will have a base or field as the Zone Master.  If that base gets captured, the zone will belong to the country that now owns that base.  HQs can not be captured so each country will always own a zone.

Zone's 1, 2, and 3 must not have any zone masters.  The HQ is the zone master for the first three zones.

This also implies, the first three zones are the unique countries, and each one has the HQ in it for that country.

The new TE will not allow zone masters in the first three zones and automatically set the HQ as the zone master.
