The UN Security Council is to meet later on Tuesday to discuss a response to the killing, which has raised fears of a return to the violence that Lebanon suffered during its civil war.
The statement would unequivocally condemn Monday's "terrorist bombing" and call on the Lebanese government "to bring to justice the perpetrators, organisers and sponsors of this heinous terrorist act".
The draft says: "The Security Council reaffirms its call for the strict respect of the sovereignty, territorial integrity and political independence of Lebanon under the sole and exclusive authority of the government of Lebanon throughout its entire territory."
