In answer I know the French do, I also know it is illegal in the UK for some reason. I don't really know about the other countries.
The reason eating horses is outlawed in GB is because horses were more valuable than the peasants and the Nobility didn't want the Peasants eating horses. (You notice there's no law against horses eating peasants.) Eating dog meat is legal in GB, as is eating peasants, as peasants and dogs are roughly on the same par in GB.
There was a movement to lift the eating of horses a few years ago but there was concern the Nobility might be mistaken for horses and eaten by the peasants. Frankly, the only way I can distinguish Mister Ed from Camellia Parker Bowles is that Camellia Parker Bowles has a deeper voice.
Perhaps some day GB will throw off the yoke of a monarch, but I doubt it- the very best of the Brits left sometime before 1776 and became the greatest Nation on Earth...the ones who stayed behind are scared of guns, suck their thumbs and cling to their Queen Mommy for protection.
