Okay, yes, I have an idea about Ohio and West Virginia. My parents were born and raised there, and recently moved back to Huntington; I've spent some time.
My aunt lives across the river in Ohio.
If you're wondering, I'm in Europe now and my car is at my Aunt's in Ohio, not in WV.
I've also spent time in Ohio; I went to college outside of Cleveland.
So, from experience:
The Ohio river valley sucks, especially the part along West Virginia.
Here are some reasons NOT to settle there:
1) Of the 40 places in the US marked by the DEA as special enforcement regions, (high trafficking and usage) only two are rural. One of these is the Ohio valley along West Virginia.
2) Do you really want to live in a place with 40% unemployment? In one week I was there, there were more shots fired, people killed and high-speed chases than two years of my time in Iowa.
3) Car Insurance. Look it up.
4) Health Insurance. Even worse. See, the insurers are evil, but a rural "jury of peers" that's largely unemployed and has a natural bias against city slickers makes rates astronomical.
5) The food. The only decent fresh meat you can get is venison, and that's because the big supermarket chains haven't figured out how to charge for hunting yet. Forget decent vegetables of any sort (ain't nothin' grows up there).
6) The environment. Get a gander at the cancer rates from around there. Ashland Refinery, Nitro, and several other places pump out al kinds of goodness. Similarly, runoff from the coal fields makes the rivers purty. Recent pro-industry initiatives by the current administration have relaxed the absurdly overprotective environmental laws, so the rivers are getting darker again, and the floods more frequent.
7) The weather. Hot and extremely humid in the summer; winters are cold.
8) Airfare: check out flights to Charleston WV and Huntington.
9) Sports: Your professional teams will be the Reds and the Bengals. Ever wonder why college sports are so popular down there (Go Herd!)
10) Culture: Huntington, WV's biggest annual event is the international congress of Jehovah's Witnesses.
Louisville, I hear, is actually a nice town, but may be too far West for you.
In short, there's a reason why it's cheaper.
