I avoid going outdoors in the summer. Once it hits August, it's usually 100+, heat indexes of 110+, & 90%+ humidity. I dig the winter because it's actually pleasant outside. Christmas in shorts & a t-shirt.
3 options off-hand.
1) Obviously, buy a fan.
2) Buy a window-mount AC. Works much better than a fan, but can cause some nasty spikes in your power bill.
3) Buy the fan from line 1, a hose, some reducers, a ball valve, copper tube, mist nozzles & fittings, & a large plastic drum. Install the nozzles in the copper tube, bend it into a spiral (careful not to crease it!), mount the hose & valve between the drum and spiral assembly. Zip-tie the spiral to the fan, put the drum above it, and fill it with water (ice water preferred). Very cheap & pretty effective. We built a couple of these for large paintball games and they work pretty well even in east texas temperatures.
