Just turn your key all the way to the notch before it actually engages the starter. Obviously with fuel pump relay connected.
Careful though as it will have a lot of pressure potential and can spray all over the place.
Why not follow the above procedure and let gravity do its work?

I can't get a syphon into the tank.  I can depreasureize the line easily by the fuel rail and hook a hose off the line going into the filter but can't figure how to keep the pump running without the starter.

Need to check relay/fuse/circuit breaker for the fuel pump (don't know which yours has).
The fuel pump circuit is always "on" when the ignition key is on the last notch before you turn it further to engage the starter.
Grab your multimeter and check for voltage to the fuel pump.

Ahhhh.  thanks chuck.  I packed up my tools for today.  My poor jeep isn't getting towed till monday at best.

FWIW we both have geico.  I know what my jeep is worth.  I know the frame is bent.  If anything I will buy it back and part it out and make a pretty penny.  The engine itself only has 8000 miles on it.

They probably will give you a check for Blue Book value and write it off as a total loss. They'll probably let you keep the Jeep (it'll get a Salvaged title).
