Mugzee, I am a commercial Helicopter pilot. It really looks to me that he was over gross weight and possibly down wind as well.
Mars as far as yanking on the collective goes, if he was so heavy that he could barely hover in ground effect (which would make it impossible to hover out of ground effect), which looks like the case here, he just wouldn't have that option available.
That helicopter was flying straight to the scene of the accident as soon as he started moving forward. He should have put the machine back on the ground instead of trying to go down the street to get to translational speed. (Translational lift will happen at 15 to 20 mph).
At any rate from what I see, even if he had a clear run, it looked doubtful that he would have gotten truly airborne. He looked pretty heavy.
