They were refering to the logistics of patroling the Pacific. On the same note they had better armored carriers for the same reason. Too bad you didn't finish the article, it was very favorable to the Brit navy.

I take it, then, that you did not read about the refueling techniques, nor how the British carriers had better armour than the US carriers?

maybe they could have rephrased that sentence to better suit its meaning.  i must admit i did question that myself until i read what it was referring to.
