Good science fiction is always about the human condition, and usually a subset of drama. SciFi isn't about space ships, it's about finding a level of metaphor to use to talk about humanity that will disarm the viewer from their usual preconceived notions. BSG is a perfect example of this.
Some of the worst examples of science fiction have been the ones with the most special effects.
Not every story in this genre can begin with "A fleet of Zorgon ships roared through space, their positron drives screaming into the ultraviolet as they powered up their hyperspace generators" or "With a massive blast, the Ultra-Cannon began firing into the spinning thought-vortex below, its planet-sized projectiles twisting the very fabric of space as they ripped downwards at just below the speed of light".
The best stuff revolves around situations that the reader/viewer could empathize with.
EDIT: But I still like the big super mega fx scenes, don't get me wrong. It's a condiment, though, not the whole meal.
