Are you talking about pulling the switch on the dash or the multiswitch? Pulling the multiswitch (blinker) back will make the both beams of your headlights come on. It's a feature built in so you can flash your lights and not ment for full time duty. It has a seperate power supply from the dash switch. It could be a bad circuit breaker on the dash switch.

If your pulling on the dash switch and they come on, then it's a faulty switch. Sounds like you need to run by the dealership and get it fixed under warranty.

I can't remember the exact specifications for the Lemon law but I think you'd ought you take a look at that.  Chrysler, among other companies, seems to be notorious for quality control.  Link

EDIT:I have thick skin, him explaining it and then asking seemed like he was saying "This is what it is, want to question me again?"  I knew it'd open a can of worms but such is life.
