Most of these kids are forced into being soldiers, it's a rather large problem in Africa.  Then the warlords get this kids hooked on drugs, usually some sort of stimulant and then let them loose to terrorize the local population.  The clothes are like badges of bravado is the best way I can describe it, like the noms de guerre they pick which are just as funny as the "war" clothes they wear.

You're right, the pic is from Liberia. I have some others that are equally or even more bizarre. They have a peculiar way of demonstrating their bravado in combat.

You think the way they "dress" for battle is funny, you should see the names of their "generals".

Some of the "generals" carried nom de guerres such as "General Bad Boy", "General Peanut Butter" and my personal favorite, "General Butt Naked".  These generals are now trying to become senators in Liberia.
