I cant remember which one causes rubber bullets. So what should I have it set to?

You want it on.

Your computer monitor refreshes in super fast moving lines .  Normally your screen refreshes in vertical lines going up and down super fast. When you tun off the Vsync instead of your screen filling in every line in one pass, it will fill in every other line and then com back through a second time and fill in the lines it missed the first time. It may give you better FR but it will give you rubber bullets.

Where do I find  the Vsync settings?:confused:

While on the Desktop:  Right Click>Properties>Settings Tab>Advanced>GeForce

I have an NVidia so this is the easiest way.

Okay been through it to my Vid card setting, but i see nothing to do with Vsync...........

In the "Performance and Quality Settings" look in the big box on the bottom.   Click on "Vertical Sync".   Viola!

BTW, you have to select "Classic Nvidia Control Panel" to have see vsych settings. It cannot be set using "New Control Panel."

Go to Right Click > Properties > Settings > Advanced > 3D tab if using ATI.
