Thanks for confirming what I said. They did not have false W2 forms. They had false Social Security numbers, but used a taxpayer identification number to file their taxes. The former is issued by the Social Security Administration, the latter is issued by the IRS.
They paid taxes through withholding, received a refund for the overpaid amount, the Social Security component was paid, but no benefit can ever be collected.
