The guy squeezes 6 cents from every nickle, screws his customers blind and I am doing his dirty work for him. I'm not even the District Manager but I'm doing his job. Maybe if he paid a decent wage instead of always lowballing he could hire some decent people.

Rule #3
If your going ot do the job. Get both the position and the cash the job is supposed to come with or dont do the job.
Find yourself a similar position elswhere then tell your boss to either give it to you or your gone.
The only reason he gets away with it is because people let him get away with it.
Your being played for a tool plain and simple.
If your going ot do the DM job and you want the DM job then tell him so.
But dont just sit there and say nothing but "yes sir"
Oh and make sure you get the title to go with it.
The money is good. But the title can be just as important in the future for future employment elswhere.
Its one thing to say you were doing the job of a DM
But its much better to be able to say you WERE the DM
Even if you were a lousy one it sounds more credible then saying
You just did the job of one but you were great at it.
