The local TV news interviewed the zoologist from the Minnesota Zoo who was responsible for writing the standards for tiger cages. According to him the older pens were built under older guidelines and newer pens follow a new stricter standard.
He expressed doubts that a tiger should be able to get out of the pen without help. In the same piece it was stated that the kid may have actually had his legs in the cage and the tiger may have latched onto him and used him to climb out. What a way to go...
