It doesn't matter to me that they were "taunting" the tiger.

the real point is that the containment was not good enough to keep in a tiger who wanted out...  It not only put the morons in danger but every person in the zoo at the time.

No, it's mandatory that all zoos in the USA be constructed such that animals cannot escape their exhibit and get into the visitor area.

The local TV news interviewed the zoologist from the Minnesota Zoo who was responsible for writing the standards for tiger cages.  According to him the older pens were built under older guidelines and newer pens follow a new stricter standard.  

He expressed doubts that a tiger should be able to get out of the pen without help.  In the same piece it was stated that the kid may have actually had his legs in the cage and the tiger may have latched onto him and used him to climb out.  What a way to go...

OF COURSE!  I hadn't realized that the tiger, the zoo AND the news were ALL biased against people of mid-eastern descent...  hardly worth the bytes to respond to that.

But the specifications for building the exhibit aren't mandatory and are just recommendations.  The exhibit in the SF Zoo was four feet lower than the recommended minimum for the wall enclosure.  That's a major problem, it shouldn't be a recommendation but a requirement.
