If it is an off duty gig, the deputy does not have to be in uniform to serve you with a PPO, summons or subpoena. If it was just a process server hired by a law firm they don't normally wear a uniform.
The way I view it, being served doesn't seem like a good thing, uniform or not. Best thing for you to do, rather than "duck" whoever this is, is to just confront them as soon as you get the opportunity. This way you can deal with whatever the issue is sooner than later. If it is something legal, it is not just going to go away because you manage to duck the server. Good luck what ever the issue is.
