You forget that North Korea is ruled by a deity:

Meanwhile, their leader Kim Jong-il is reported to be the biggest movie fan in the world, with a video tape library of over 20,000 movies. While his people are dying of starvation, he purchased 200 new Mercedes Benz S500 luxury sedans for himself and the rest of the ruling elite. He also has a total of 17 palaces and plush villas that alternates residing in. Some of these have bomb proof bunkers and AA artillery batteries.
The press in North Korea also reports that he is an avid Golfer, and so talented that he recently had 4 holes in one in a single round of Golf.
He is terrified of flying in an airplane, though, and consequently has only traveled abroad to China and Russia. On these trips, he travels only in a special personal armored train that is designed to resist bombing attacks.
In addition, he is considered to be a noted authority on the subject of expensive French wines:

Finally, he has stated that he himself is an expert on using the Internet, and is an avid player of Aces High II.
