The only one I know who has that title is Flayed1 but the rest doesn't sound like him.
Back in the day, Laz would dive into threads like a guy cutting a cake with a chain saw. He took fiendish delight in dissing opponents, but unlike our current crop of smack talkers Laz has a sharp wit. His stuff could actually be entertaining in a dark, demented way.... this was a great thread before the pictures came down, but its a mild example of what I mean.

So the "Public Relations Officer" was a sarcastic tip of the hat to him.
