Time on the strategic objects is only a measurement on how many supplies are need to repair the object. If no supplies reach the object, it will be down indefinitely. Convoys and trains run every ten minuets. If the factory controlling the supply is grater than 50%, the convoy or train holds 6 units of supplies and reduces the strategic objects down time by 30 minuets. In other words, each unit of supply reduces the down time by 5 minuets. If the factory is damaged below the 50% level, the convoys and trains will only carry one unit of supplies and only reduce the object’s down time by 5 minutes.
Example 1: Radar factory is above 50% and the field radar is taken out. The field radar’s down time is 2 hours which equals 120 minuets. It will take 24 units of radar supplies that are worth 5 minuets each to repair the field radar. With the factory above 50%, each convoy is carrying 6 units of radar supplies so it will take 4 convoys to deliver the 24 units. Since convoys arrive every 10 minuets and a convoy is always in route, it will take between 30 and 40 minuets to get the field radar back up. (This is without any player controlled supplies being delivered.)
Example 2: Radar factory is below 50% and the field radar is taken out. The field radar’s down time is still 2 hours (120 minuets) and requires 24 units of radar supplies to repair. But with the radar factory below 50% the convoys are only carrying one unit of supplies so it will take 24 convoys to deliver the 24 units. Therefore it will now take between 230 and 240 minuets (4 hours) to get the field radar up.
The same rules apply to factories with the city controlling the number of supply units carried by the trains. A factory object that is set at 3 hours will be down for about one hour if the city is above 50% and will be down for about 6 hours if the city is below 50%.
Cities are not supplied by any trains or convoys and they can not be resupplied by players. I don’t know if this means the city’s supplies can not be interrupted so a city object will be up in one hour, or if it means that it takes the full 3 hours to be back up.
Player controlled field supplies reduce the down times by 15 minuets (or 3 units) and I’m not sure if the condition of the factories or city have any impact on them – my impression is they are not. Therefore it would take 8 player controlled supplies to equal the 2 hours to repair the radar. Since at least one supply convoy will arrive in the time it takes to deliver player supplies, it usually only takes 6 guys running supplies at the same time to get field objects back up.
The fact that the Help Section describes strategic objects (other then hangers and maybe city objects) repair requirement as time (mins and hours) is confusing and misleading. They should switch to the number of supply units needed and the number of units carried by the convoys, trains, and players. I think this would reduce some of the confusion about the strat system.
