By those posts, over all your ping is ok. The problems you might be seeing are most likely in the hops labeled "level3". This is a cheap, over sold leg of the backbone your ISP is using. Picture a highway that gets hit at rush hour. Its the shortest route, but EVERYONE uses it so you get delays and some packet loss. Skuzzy would have to run a return ping to check that route.....it will be different, but other than switching ISPs and hopping for the best your pretty much stuck with what you have.
If your issues have just started this week or so it could be due to heavy traffic on the internet due to the death of Micheal Jackson and it could settle down in a few days.
