The difference between a steel worker and my mother would be that she went through Basic and other training programs, had a serial number, and wore a US Army uniform. She worked on-base, just as "regulated" as anybody else. Sure, she wasn't put through hell and didn't necessarily risk her life for her country, but she wasn't allowed to back then either...so that point's a bit moot.
I personally think if you don the uniform, serve your country and its war effort, and are honorably discharged, you ought to be recognized as a Veteran. Your opinion, of course, is up to you.
