I'm thinking one of the parks in Sao Paulo.  Still looking around the city.  

Edit: Is that taken with standard North = up orientation?

Ah, got it.  Sao Paulo was my first guess, Mexico City was my second.  Castillo de Chapultepec.  Wasn't quite due north, but close. 

I'll post one once I get home on Google Earth.  (on google maps at work...productive afternoon!  )

Its this area on the continent...don't have a name for the region though. Its about 72 miles West/Southwest of Lisala in the Congo.
