He needs every soldier he can get his hands on.
Making the pill mandatory (i.e. women take it at roll call), would greatly decrease the odds of them getting pregnant. On the other hand, it could alienate the soldiers from their leaders, decreasing their morale.

Freedom Sureness of Contraception
Right now, we have moved the slider over to the right a few notches. But I must agree, both should do time for the crime of taking a soldier from the war. This practice is nothing new for integrated armies. Unless you wish that the general lose some troops on account of "Freedom", this measure must go through.
Perhaps, one could instead allow sex in the service; but force soldiers to use contraception in order to get the best of both worlds. On the other hand, cheating could get really big, really fast.
