Balance it so it can ride on 3 wheels 2 rear 1 front camber the front and seat the tires to ride on their inside edge of both. Make it track straight. drill a hole underneath and when it comes to weigh in time drop some lead shot in the hole till u get exact weight. dab a little ZAP(superglue for building R/C airplanes) spray 1 shot of excelerator(Kicker) for Zap to cure. Presto you have exact weight at weigh in time on their scale at their calibration.

FYI My sons took 4th and 5th in San Diego county finals. They beat 54 other cars to get there. The final race finished with less than 1 car length separating all 7 cars.

Actually Tungsten weight  :D

And the weight goes in the back.  Balance point of car is  ~1" in front of rear axle.  The ramp transitions into a flat dor the last 6'.

An object at rest will remain at rest unless acted on by an unbalanced force. An object in motion continues in motion with the same speed and in the same direction unless acted upon by an unbalanced force. 

In this situation, the weight in the front would be the unbalanced force fighting the transition from descent angle to  horizontal (flat) trajectory.  If it's more to the back, it gives a "push" at the transition.

I remember the Pinewood Derby in Scouts.  It was pretty hilarious in a sad way.

10 kids that worked on their own cars, from top to bottom.  Sanded.  Painted.  Balanced.  Loved.

Trumped by three kids who had Daddy "help" build their cars.  1st, 2nd, 3rd.
