Go down to the post office and get a PO Box....

As a retired Letter Carrier, I can tell you that dogs are the number one safety issue. There are over 100,000 dog bites per year.
Go to your local Post office, fill out form, show ID, pay fee, get PO Box keys.
Make sure you have all your mail addressed to P.O. Box, otherwise they will return it to sender. Good Luck.

Sorry Oz, but that really irks me. I know the dangers involved but...if his city/county ordinance allowed it he could move the mail box away from the house to lessen the danger. Making him pay for a p.o. box because the mail carriers can't smarten up is total b.s. Delivering mail is just like any other job, there are inherent risks that go with the job, either accept them or get out of it.

Nobody is "making" him get a PO Box. He needs to control his animals or make the path to the mailbox safe. I ran in to the same thing as a milk truck driver loading up at farms. Control your animals or no service.

Want your mail? Follow the rules. It's not that tough. Service people get paid to deliver the service, not get mauled by dogs. Unless, that is, your job is animal control officer.

Blooz, the dog is inside the house...how much more control does he need to exercise than that?

Gotta agree with one of the opinions above...  Why not build a mailbox away from the house or door a bit?  If you are worried about your mail getting stolen, there are plenty of locking mailboxes you can buy and you can anchor it in brick or concrete.  Buying or having a mailbox built for you is probably cheaper in the long run than getting a p.o. box.

If that isn't an option, then yea get a p.o. box.  Owning pets can be expensive, and this might be just one more pet owner expense for you.

If the dog is indoors when the postman arrives and is there until he leaves then I don't see what the problem is. Even if you have one of those door slots cut in and are using that instead of a mailbox (very rare these days) the dog still can't get to him (unless he is very small  :D )

Personally I don't know what to tell you since you say you've called everyone and I am sure that they're policy is the man delivering the mail has the final say.  Maybe see if there is a place you can move the mailbox to that is away from the house or at least away from any doors or windows. No matter what though I would call the post office to see what would be an acceptable alternative to getting a PO BOX. Getting one of those would mean regular trips to the PO not to mention that recurring charges associated with that.

Just out of curiosity what kind of dog is?   Please don't tell me it is a Chihuahua.

Is the dog inside of the house, or inside of a fenced yard? The OP does not say.

Many service delivery folks won't deliver to my house because my dog is in the yard, inside of the fence. I've no problems with this. They either leave me a note, or use their cell phones to call me and I escort them into the yard, or make arrangements to pick up the delivery. My mailbox is located outside of the fence, so i have no problems with postal delivery.

If your dog is inside of a fenced yard and the Post Office refuses to make delivery because the dog is in the yard then the solution is simple: put up a Post Office approve mailbox outside of the fence. If your dog is inside of the house during the mail delivery and the postal worker refuses to deliver the mail, then contact the Supervisor at your local Post Office and inform him, or her, of the situation, and work out a solution.

Just some thoughts...
