In theory the easier it is to get a kill in a given plane the lower its ENY.

That pretty much covers it. HTC has NEVER come out and said how they decide which planes get what, and I doubt you'll ever see them come out with anything. They get enough "second guessing" on it from the peanut gallery already.

Perk all the planes that cannot turn in less than two sectors (pxx, 190's, etc :devil). 

Sadly the only people that should be affected by eny are the new guys that are learning to fly, rest of us have no excuse :devil.
