That guy is less than 3 feet off of the ground, he could have picked some FOD up in his engine, it would have stalled, and then BOOM! Not alot of room for error. Not to mention he could have sucked one of the people into the intake........

Think for a moment here.  He isn't going to suck anything up off the ground at those speeds.

Put me in the camp of "that was extremely dangerous and stupid, and he should face disciplinary action".   Aviation is inherently dangerous, we make it safe by doing all we can to mitigate the risks, a low pass like that throws out all the cautions just to show off.  So many things could have gone wrong, so close to literally killing people for no reason, that pilot lacks the judgement to be in command of an aircraft.

Reminds me of the old aviation maxim, "there are old pilots, and there are bold pilots, but there are no old bold pilots".
"Life should NOT be a journey to the grave with the intention of arriving safely in an attractive and well preserved body, but rather to skid in sideways, chocolate in one hand, martini in the other, body thoroughly used up, totally worn out and screaming "WOO HOO what a ride!"

Richard Bong was reprimanded for low flying and IIRC correctly looping around the Golden Gate bridge.  Thank god for pilots who "lack judgement".

Not even a close comparison for so many reasons.
