Perk points to switch countrys?

I'd be in favor of this if I could pay perks for someone else to go to another country.

now what you fail to realize is this:   most people who switch do not do it to help the low side, some do, most dont.  they only switch when they see a country hording.  that is pure and simple.  I am not saying that some people do like to switch if another country is low on numbers.

i can't prove that.   i know that I like to switch to low numbers sides, but i can't prove that anyone else does, no more than you can prove that people switch en masse to the high numbers side just to horde.      and how does "12 hour wait" prove anything you said?
