Flown wwi for a long time...have thought about this before. Seems when smaller groups get split off to unique arenas, they tend to disappear unless the arena is continually improved. Have not found a wwi arena yet that was continually improved. And, then, they tend to go empty as the stale arena finally gets old.
If a small corner of the primary arena was dedicated to wwi, Mano is likely right, there would always be someone there and at the least you would not have to leave your wwii situation to go check and see if anyone was in wwi.
There is an obvious down side. There are always folks who would find it enjoyable to fly whatever distance with wwii equipment and disrupt the cloth and wire guys....but might be worth that to fly a little more often.
Diversity of options in any arena likely attracts and satisfy more folks than anything less diverse...if it does not detract from the arena as a whole.
