We are talking 3 axises here. Rudder is Z, left brake is X, and right is Y. You can not split the "rudder" axis across two axises (X and Y). so no you can not use both toe brakes as a rudder. If you try to set up a single toe brake as the rudder you would have to hold it near center to fly strait....most un comfortable.
I have my CH Pros set up as slides for rudders, left and right toe brakes, and this is how I have it set in the game.
go to "Controls" and click on "map controllers'.
In the top drop down select the CH pro pedals, and be sure in the second drop down that you are mapping for "Mode 1"
At the top of the controllers window you'll see z axis, y axis, and x axis.
For the toe brakes, click on the "Y" axis then click on the modify button. when that window opens click on the "analog inputs" button and then select "right brake" click "OK" and do the same for the "X" axis and the "left brake". Click ok on the main window to save the settings.
As for having trouble with the rudder, if it is too snappy you can use the sliders to turn it down. It's the only axis I ahve to use the sliders on because I have heavy feet
