Sounds more like you want a "solutions discussion forum" so the community can think about and try to come up with solutions to what's in the wishlist. 
Not so much. The vast majority of the community consists of players and not programmers (though some may also be, to some degree) and certainly not programmers that are familiar with the specific coding of Aces High II. On those rare occasions that I form a wish that may possibly take a great deal of effort to code (I replace HT's and Pyro's experience with my presumptive logic), I take into consideration the possibility that the coding, itself, may be impractical, then I also take into consideration that the wish may be inconsequential. Both of those possibilities bear impact on whether the wish, itself, is a waste of time on both my and their part.
So now we have a case in point.
'I wish, I wish upon a star that HTC maps (statically created with bases in place) would mystically become dynamic and base placement would randomize each time the map is cycled."
Would it be cool? Mmmmyeah.
Is it something that could be coded in two weeks? Heh.
Is it something that's so revolutionary that it'll bring in more players/revenue? Eh.
Is it worth more than a PT boat with wings? Errrr .....
Can I wish for something better? Probably. Even a new B-25 variant would fit the bill.
Is '+1' easy to type without much thought involved? I'd say that's a proven.

But yeah, it never hurts to ask and weirder stuff's been asked for.
Maybe what I'd like to see is a separate 'serious development think tank' sans the unicorns and wizard wishes dry erase board that this one has become.
