It does take ACM knowledge, and some experience, but anyone can be capable of learning and building perks and eventually farming.
Some great planes to perk farm are Mossy, C.205, 109G6.
Problem is people actually have to LEARN to get better then flying P51's into static targets.
The one who still has to learn it, is not there yet. And we are not talking about a player's future potential, we are talkign about the arena and it's players as is. "He could be good one day" isn't the same as "he is good".
And as said before, the average player, at any given time in the history of AH is and was happy if he's about to break the 1 kill/sortie barrier.
There's a perception problem resulting from the fact that we almost always are looking at the very extreme top players only (no matter hwo you define that), talk about multi kill sorties, watch awesome AH mvies of 1 vs the horde, see the "XX has landed 3 kills" messages in game.
But all these things are the great exceptions, balanced by hundreds of meagre one or none kill sorties that never rtb at all.
So no, the average player can't get 200 perks in just a few hours. And I'm not entirely convinced all of them could be taught to get that good at all.
