The original idea of gameplay is combat using WWII equipment. Base captures is just one mechanism HTC added to create combat (something which has been lost on a lot of players).
You already have to be on the "winning" side for 12 hours to get the "win the war" perkies. This happens for every player within those parameters every time a map is reset, whether they are online at the time or not. Players could potentially get more than 50-75 perks this way each month, so why is this "perk bonus idea" any incentive to solve the OP's "problem"?
