Turn the achievements idea into it's own tutorial offline or in the training arena. A few examples:

Tune radio to channel xxx - Radio achievement 1 - 5
Start engine - mechanic achievement 1
Flaps down and up - flap the wings achievement
Gear up after launch - Cleaning up the bird achievement 1
Set RPMS - Tuning for longevity achievement 1

Fly to waypoint x and turn to course of xxx - Navigation achievement

Don't forget achievements for earning achievements.  Like ones if you earn 3/5/10 achievements in a single sortie.

Here's my 2 cents.

Low End Of The Spectrum - Novice - Obtain 100 kills in any plane under 25 ENY. 25 perks. (Fighter Category)
Low End Of The Spectrum - Experienced - Obtain 300 kills in any plane under 25 ENY. 50 perks. (Fighter Category)
Low End Of The Spectrum - Master - Obtain 500 kills in any plane under 25 ENY. 100 perks. (Fighter Category)

Ships ahoy- accidentally drop bombs on a friendly cv thinking it was the enemies.

The Big Shooter -  Kill a wheels up aircraft with a tank main gun.

The Aldrich Ames Award -  Take control of a CV within 5 minutes of changing countries.

The Tec - Lose a 262 to a 234.

Sniper - 1k+ kill A2A, 5k+ kill G2G.

I don't like the ideas that sudz posted. Nothing against you, but those achievements are basically based on base runners and milkers.

Perk waster: take out hangers with tiger 2. Sink a cv with b29. Kill 5 guns with a 262.  Suggested perk rewards  5 for each lol

land, re-arm and take off a 262 on a CV!   Topgun achievement

"The Gilligan" = Run a fully functional PT aground. 

"The 007" = Catch 3 seconds of air in a PT Boat.  (Secret technique known only to a few veteran dweebs like myself).   

"The Bourne Assassin" = Kill a troop or another chute with .45 pistol. 

"The Slam Dunk" = Successfully land a plane with everything on the damage list damaged.

the "yer not from 'round here..." achievement - land, rearm, and take off again from a CV in a plane that doesn't have a tail hook.

the "naughty list lifer" achievement - shoot at Santa and his sleigh during his christmass delivery run

the "bad to the bone" achievement - fly as one of the "evil cons"

the "STFU" achievement - be .squelch by 10 different players during one log in session

the "trees are over modeled!!" achievement - auger into a tree or flip a GV over by driving into a tree/bush

the "caught napping" achievement - lose a bomber (drone or lead) while in the bombsight (F6) position

the "...with one stone" achievement - kill more than one GV using a single bomb

The "Rambo award", ten kills in ten minutes.

"Soldier of Fortune" ten kills for each side in a tour.

"Tank killer" destroy over 500 tanks in a tank buster aircraft. Either Ju-87G, Hurricane Mk IID or Il-2/37mm, not with bombs.

"Naval Aviator" take off and land on a carrier.
