Toe Tag, as TC said you will not get max settings for $700. Here is a link to a public wish list from NewEgg that is within your price,
but will not get you max settings, better than average, yes but not maxed.
http://secure.newegg.com/WishList/PublicWishDetail.aspx?WishListNumber=30297288Notes.. 1) Windows 7 home premium will only allow 16GB of memory. Win 7 pro and above will address up to 32GB.
2) The video card is only 2GB at a 256 bit rate. To run AH at max settings you will need a lot more video card than this. Maybe the $1000 Nvidia Titan ?
I don't have that kind of money to find out.
3) The memory timings are 8-8-8-24 and is only $2 more than the 9-9-9-24 Timings.
4) If you over clock the processor to exstream speeds, you will need something better than a stock heat sink and fan.
5) Do you have a quality power supply, NOT a $40 750 watt Rosewill or equivalent cheap brand? Seasonic, Corsair are quality power supply's with a good warranty.
Check who actually manufactures your power supply here.

I gave up on PhotoBucket. You could build a $2000+ computer and still not run AH with "everything" maxed out at a steady 60 FPS. It comes down to how much eye candy do you want.
