open clipboard map, goto map controls, select the x52 and press the pinky button.
If it's working it should highlite the button,it may not have the same number assigned as in the windows calibration gui. If the button highlites, try remapping it to "look up".
Even with a new build and 700 watts I'd still use a powered hub, some motherboards wont give enough power to the X52,depending on how many usb devices you have connected it's possible that the MB only gives the lowest power required.
Generally you will see the lights flicker and loos calibration, you can turn off the lights and turn down the MDF display to reduce power draw but I'd still use a powered hub.
The other issue X52's have is the cord between the throttle and JS,it can come loose and cause momentary power loss,I used some duct tape to hold the connector in place and then finally secured the wire so it couldn't move at all.
Check to see if the game sees the pinky button and try remapping,if the game doesn't see the pinky button but windows does then it's possibly a DX issue and over my head.... If you cant solve the issue, hope you can return it for a new one and get a powered hub while your at it!
hope that helps Biggamer!
