(My Personal Opinion)..

ENY after all is a penalty for having too many people logged in to any one Country.. & it's based on the percentages of the "Scrimpner springs being calibrated with the Kahnuten Valve to make sure the muffler bearings stay aligned with the chrome ashtrays.."..   

(yeah thats about right..) 

one change could make it work though.. base it on those actually in a Plane/GV/Gun rather than how many are logged in..

PS, I'd like the option on chrome muffler bearings to be available..

It is based on total arena population. If it wasn't it could be greatly manipulated simply by mass take offs.
