This statement is one of those stupid things people say on the internet.  It obviously had something to do with the loss of cooling water. Don't give your own argument such an obvious flaw, for all of our sanity.

They need to install convective cooling loops that can slough off the decay heat from a recently scrammed reactor as well as the spent fuel pools.

There are no power production reactors that can achieve cold shutdown without the need to pump millions of gallons of cooling fluid through them per day.

The technology exists for passive convective cooling loops but I think it's an issue of efficiency.  Designing a reactor around this would probably leave it too inefficient for economical power generation.

Back to the main problem at hand, all trolling aside.  Nuclear waste storage is a serious problem that should be dealt with, especially here in 'Murica.  The cancellation of the Yucca mountain disposal facility was a huge step backwards for us.  As it stands we store all the spent fuel rods on site at the various nuclear plants in ponds of water.  These things are scattered all over the place and require constant maintenance (keeping the water level topped off).  The really big messes occur when they go unattended and the water gets too low and the spent fuel is exposed (as happened at Fukushima).  Having all this waste converted to a less volatile form and buried deep in some mountain deep in the desert far from any major populations is the right solution.

AFAIK the accident had nothing to do with loss of cooling water. The tidal wave and earthquake cut off the external source of power and flooded the emergency generators which stoped the cooling pumps and prevented the technicians from issuing an emergency shutdown. This lead into core meltdown and the resulting explosion was the reason for loss of cooling water.

The reliance on outside power is the achilles heel in nuclear power plants.

What you have to do is remove the decay heat.  Cooling water implies all cooling interactions.  Did you work in the nuke business on BWRs?
