The technology exists for passive convective cooling loops but I think it's an issue of efficiency. Designing a reactor around this would probably leave it too inefficient for economical power generation.
Back to the main problem at hand, all trolling aside. Nuclear waste storage is a serious problem that should be dealt with, especially here in 'Murica. The cancellation of the Yucca mountain disposal facility was a huge step backwards for us. As it stands we store all the spent fuel rods on site at the various nuclear plants in ponds of water. These things are scattered all over the place and require constant maintenance (keeping the water level topped off). The really big messes occur when they go unattended and the water gets too low and the spent fuel is exposed (as happened at Fukushima). Having all this waste converted to a less volatile form and buried deep in some mountain deep in the desert far from any major populations is the right solution.
